There's stats called strength, intelligence, and agility for each hero. These stats determine other things about the hero (their attack damage, attack speed, hit points, armor, etc.)
The ultimate of Outworld Devourer looks at the total intelligence of the hero casting it (Outworld Devourer himself) and then does the following for each hero in the AOE:
If the other hero's intelligence is higher than Outworld Devourer's, it does nothing.

General Rules of Thumb

At Mid

  • BottleBottle in < 2 minutes ==> need it by rune time
  • TIP: general "BottleBottle Rush" build is Tango Tangos + 3x Iron Branches, which puts you half way to BottleBottle with remaining gold (this won't make sense for every matchup and hero though)

Support

  • Upgrade Flying CourierFlying Courier in < 2 minutes ==> for mid BottleBottle delivery / avoid courier sniping
  • Town Portal Scroll Town Portal Scroll  in < 4 minutes ==> this is one of my personal rules of thumb, basically just to help out against early roams

Carry

Farming Items
  • Hand of Midas Hand of Midas: (a) at most in < 8 min or so (for games that will be more late-game oriented / less early pressure), (b) ideally in 4-6 mins
  •  Battle FuryBattle Fury: (a) at most in < 15 min, (b) ideally in < 12 min or so
Note: @12 mins would put you around 360 GPM most likely

With Death Prophet, a lot of the issues reside in the way her ult works:

It's good for pushing, but not so great for team fights

  • DPS isn't necessarily great or focused

You only get the benefit of the heal after the spell ends

  • A lot of players are calling for an ability to recall her ult and get the heal

How someone can pick heroes accordingly to mitigate the threat that he is. The majority of Faceless Void’s threat comes from his gamebreakingly low cooldown ultimate Chronosphere. This is why Mask of Madness is such a popular item on the guy in the first place. Anyone caught in a Chronosphere is immediately bursted down with his double damage bashes, while he can’t be touched. In my opinion, heroes that can react once Chronosphere is dropped are safer picks than silencers like Skywrath Mage who might be jumped upon in the first place.

You're not meant to go late with Chen. If you're picking Chen you want early ganks (preferably kills) and then transition into pushes. Your 3 main ganking creeps are the Centaur with the stun, Troll with the snare, and Hellbear with the slow. If you cant gank then farming is fine, but with a hero like Chen you really want ganks to be effective. Eventually you'll start pushing towers. For that purpose, the Wildwing and big crit wolf are both great. Wildwing gives armor to all your allies, and the big crit wolf gives 30% dmg to all allies.
