He can, but it gets harder.
Skills
You have 2 spells that scale indefinitely well:
Penitence - % based damage amplifier 
Test of Faith - being able to send someone home and out of danger is always useful
Hand of God is still ok because it's like a global 
Mekansm.Creeps
Your creeps can still be useful, but it is far easier to make them useful if you are on the offensive. Microing your creeps in a reactionary way is very difficult.They are still decent for pushing.
You may consider switching to creeps like Alpha Wolf to get the damage boost for your DPS heroes. Centaurs are good all game (stuns & the aura). Trolls are still ok for the net.Wildkins, Satyrs, and Ursas all fall off a bit.
Situationally, you can use your creeps to split-push, since they aren't as visible on the minimap as a hero would be. But if someone rotates to that lane, they can easily become food.Items
Early game, you're probably getting things like Arcane andMekansm.When you hit mid game, you might want to consider stuff like:
Vladmir's Offering - good for teamfights/pushing, especially if you have lots of melee heroes. 
Force Staff - always good 
Ghost Scepter - you will be an easy target. If they have lots of physical DPS, I'd go for this. It's 4 seconds of phys immunity, which means they either stick on you for more time than they want, or they switch targets. 
Necronomicon - adds to your pushing power and has some good synergy 
Scythe of Vyse - always good
Aghanim's Scepter is ok in some situations, but your ult has only a 2 min cooldown. You can easily structure pushes around that. Having it on 30 sec cd is usually overkill. You can also consider items like
Heaven's Halberd, 
Shiva's Guard, etc.
