5k MMR is generally the minimal amount you'll see.
It gets kind of granular at that point though. There are some people that are really good at 1-2 heroes and spam them over and over. So on those heroes, they are basically "pro" level, while on another hero they may be the equivalent of a "4k" player.
A lot of the competitive community will see that and know that in certain situations or on certain heroes, someone might be good. But they are not "good" overall.
I think around 5.6k+ you will probably be widely accepted as "good", provided you didn't grind it on 1 hero.
From a very general perspective & inclusive of the casual community, I'd say the overall MMR system should look something like:
~2500 = average
~3500 = above average
- Understand basic ideas
- Can follow builds
~4500 = competent
- Generally solid understanding of the game
- May be semi-competitive on a few heroes
- Have some knowledge gaps
~5000 = competitive & semi-pro
- Good understanding of the competitive state of the game
- Can probably play a few heroes at pro level
- Can play almost all heroes above average
~5500 = semi-pro & Pro
- Some pro players, some pubstars
- Capable of playing competitively
~6000 = mmr grinders
Or SC2 style:
- 3000 = Silver
- 3500 = Gold
- 4000 = Platinum
- 4500 = Diamond
- 5000 = Masters (around here you start getting invitations to be on the top 200 leaderboard)
- 5500 = Grand Master (not as limited of a pool, but this is certainly at least top 1%)
