All of the other items you mentioned are bought largely for their extra features, and the damage is only a bonus

People get Sange because they need more HP and to avoid being kited. People get Yasha for the move speed or to build into manta for the illusions. Battle Fury is a farming and split push item which lets the hero get more items quickly.

Most of it gets solved by strategy:

• Pushing towers as a group lets you use Sentry Ward to maximum potential. You drop one to watch for heroes like Riki/Nyx Assassin/etc. sneaking up behind you
• Dominate heroes like Riki in lane so they have a shitty start. Riki does not play well from behind.
• Eventually get a Gem, give it to a carry or utility that will be able to hold it without dropping. Then do most things as a team or when you have sight of the invis hero.
• Have your supports work as a duo so it's hard to kill them both as a solo ganker.
• Also, don't let them snowball. That usually means watching positioning and using Town Portal Scroll to help heroes that are getting dove or whatever.

However, in pubs you won't always have that kind of teamplay.

1. Don't every play hard carries in pub. Ever.
2. If you're in a stack, remember 1 thing: Watch the map. If there is enemy missing, farm safely, ask your support to pull the lane back. Carry a Town Portal Scroll at all time. 135g is ~3 last hits, and it'll save your life, or you could Town Portal to farm in another lane.
3. Adjust your item build. Enemy team facerushing you as an Anti-Mage? Turn that Ring of Health into a Vanguard, build a Vladmir's Offering and Power Treads, go fight. Can't farm anymore as a Phantom Assassin? Turn that 3k gold into a Skull Basher/Black King Bar, go face them head on. Ganked a few times as Faceless Void/Spectre? Forget Battle Fury/Radiance, get cost efficient items like Phase Boots, Drum of Endurance, Maelstrom for Spectre, or Power Treads, Mask of Madness, Maelstrom, Crystalys, Armlet of Mordiggian for Faceless Void.

You can play her as a right-clicking semi-carry, although she'll never perform quite as well as an actual carry hero would with equivalent farm. If you want to play a farming Windranger, she's usually better off as solo mid or offlane farmer (solo or dual) rather than being your team's main carry.

There's stats called strength, intelligence, and agility for each hero. These stats determine other things about the hero (their attack damage, attack speed, hit points, armor, etc.)
The ultimate of Outworld Devourer looks at the total intelligence of the hero casting it (Outworld Devourer himself) and then does the following for each hero in the AOE:
If the other hero's intelligence is higher than Outworld Devourer's, it does nothing.

The problem with them is that you can counter-pick all you want, but strategies can mitigate weaknesses. As long as the other team can force you into a situation where your counter doesn't work, then it won't matter.

Like, let's say you pick up Razor to go against Outworld Devourer, typically favorable for Razor. However, they put Outworld Devourer safe lane solo and now your Razor is not able to counter him because you selected Clockwerk to offlane early on and he cannot rotate mid to face off against Queen of Pain since he will get dominated.
