The #1 player on NA FPP Duos is a cheater and Bluehole doesn't care (evidence inside)

I'm a very competitive PUBG player, often reaching into the top 100 for Solos, Duos, and Squads. I have over 1000 hours and my K/D is usually around 2.5-3.0. I'm not a pro, but I'm decent and I know this game in and out.

I know when someone is cheating. I've been super lucky to avoid cheaters for the most part. I've only reported 3 players in 1000 hours and only suspected a few dozen (I do not report unless I'm 100% sure). I don't play TPP so that's probably why I've been lucky. When I notice a cheater, I report on the forums. Normally that's where it ends.

Over a week ago I encountered a player in FPP Squads who was clearly cheating, named T0XlCITY. As you'll see below, he knew exactly where I was even though he had no vision of me and was engaging my other teammates in the opposite direction. Eventually, he hits me with 4 SKS shots without missing through the grass. It's very clear he's hacking. All of my teammates encountered similarly unfair deaths. Here is the evidence.

Normally, I wouldn't post on reddit about this because the player wouldn't be on the leaderboards. I usually just assume they've been dealt with because of their obviously boosted k/d/r and the evidence submitted. I understand how hard it is: it's a constant game of whack-a-mole the Bluehole is understaffed to deal with.

But this guy is currently #1 on FPP Duos and he's still playing! He has several games as recently as 7 hours ago. Bluehole has had evidence for more than 10 days (and even before that as he had tons of games played before I encountered him).

The wave of Chinese hackers is super annoying and I support a region lock. But guys like T0XlCITY are going to ruin the game even with a region lock.

Bluehole, this is so easy to fix and I've jumped through your ridiculous reporting hoops to make your job even easier. This.will.kill.your.game. Get your shit together.

This created a different style of gameplay for instance, there would be less snipers on a fog map or like a silencer becomes more crucial on a rain map since the rain deters most of the sound.

Bugs - No enemy footstep sounds(still), vaulting over a wall only to get perma stuck in it, Bullets hitting your pan when you are facing your shooter. ( i could list bugs for days)

Desync - Run around the corner, guy still shooting you for 2 seconds

Lag - Freezing/stuttering and people teleporting from the sky. Doors not opening, ghost bullets, loot not getting picked up for several seconds. Killed or knocked enemies still running for several seconds(this one is pretty funny, but annoying if you are trying to finish off your opponent)

Cheaters - Bluehole seems incapable of stopping them in the slightest.

CTD CTD CTD CTD - Crash to Desktop

At this point I'd ask why they took it out of early access but i already know the answer and so do you.
