| Item Discussion of the Day: Eul's Scepter of Divinity (April 11th, 2018) Posted: 11 Apr 2018 01:25 PM PDT Eul's Scepter of Divinity A mysterious scepter passed down through the ages, its disruptive winds can be used for good or evil. One Eul's Scepter of Divinity grants a total of 120 mana, 20% mana regen amplification (at least 2.7 mana regen) and 0.71% spell damage. - For intelligence heroes, it also grants 1.5% magic resistance and 10 attack damage.
Movement speed bonuses from multiple Eul's Scepters of Divinity fully stack. Stacks with all other movement speed bonuses. Active ability: Cyclone Sweeps a target unit up into a cyclone, making them invulnerable for 2.5 seconds. Cyclone can only be cast on enemy units or yourself. Enemy units take 50 magical damage upon landing. Cast Range: 575 Damage: 50 Duration: 2.5 seconds Cooldown: 23 seconds Mana cost: 175 Dispellable Can be cast on self while spell immune, but not on spell immune enemies. Double clicking the item casts it on self. Applies a cyclone effect on the target upon cast, turning it invulnerable and fully disabled. Applies a basic dispel on the target upon cast. Can only target enemies, self or own Meepo clones and Tempest Doubles. Cannot target other allies, wards, or buildings. While in the air, other units may pass below the cycloned unit. The damage is applied at the end of the duration. If the cyclone gets dispelled, it still applies the damage as soon as the target lands. The damage is only applied to enemy targets. Can be cast on Roshan, but has no effect, since Roshan is immune to forced movement. The damage is still applied. Recent Changelog: 7.07 - Adjusted mana regeneration from 150% to a flat 2.25.
7.00 - Increased Wind Lace cost from 235 to 250 (total cost from 2735 to 2750).
6.87c - Increased Wind Lace cost from 225 to 235 (total cost from 2725 to 2735).
6.87 - Now requires Wind Lace to build, instead of Sage's Mask (total cost from 2825 to 2725).
