Hello everyone! I'm back once again to compile my tier list of the strongest civs in singleplayer deity, this time in the first expansion for Civ 6: Rise & Fall! If you'd like to read my pre-expansion tier list you can do so here:

First of all, I'd like to preface everything by saying that I'm loving this expansion so far! I'm enjoying all the new mechanics and how they influence the gameplay. Also, most of the new civs are quite good so that's always a plus. While conquest still is and probably always will be the surest path to victory vs the Deity AI, peaceful gameplay and building tall are better than ever before and that's great! Most of the civs are fairly well balanced now in this expansion as well so there are actually very few "weak" civs. That said, they can't all be winners and some civs are still easier to win Deity with than others. So without further ado, let's get to the list:

I went about making this tier list differently than usual. The number of civs in the game has grown a lot and many more playstyles have become viable in Rise & Fall. Domination is still the best victory type, with science coming in close second and with religion being much better than ever. Cultural victory is now the weakest victory type since heavy investment into tourism is the most inflexible and is the hardest recover from in a losing game. As such, what I did this time was assign point values to each victory type and ranked each civ at how good they are at each victory type. Domination victory was worth most points and Cultural victory was worth the least. I then added all the points each civ accumulated in each victory type and ranked them on the tier list based on their total score. In cases of a tie I ranked them based on personal opinion. In certain cases, I did award a few points above the threshold for a certain victory type if that particular Civ was unusually good at it. These civs were Korea for science victory, Kongo for cultural victory and Arabia and Russia for religious victory. I did not award extra points for excellence at Domination victory since there are many civs that are excellent at it in different ways in the current iteration of the game.

You will notice that I only have a few civs in the C Tier this time around and that's because the game feels more balanced than ever. Some civs however do still feel like they need buffs to be competitive against the Deity AI so I put them in C tier. I do have thoughts about potential changes for each of these civs to bring them up to speed so if anyone is interested in hearing about those feel free to ask or message me or something.

Thank you for taking the time to read this list. I put a lot of game hours and research into putting it together. It is my hope that it can serve as a good resource for players learning to play the game at higher difficulty levels.

PSA: Holy Righteous Queen Tamar achievement is bugged.

As far as I can tell, instead of having all city states following your religion, you only need to have all discovered city states following your religion.

I only found this out because I was playing a hotseat game to mess around with the new civs, but only explored with one (Georgia). I got the achievement after all of the city states on my continent were found. Later, after I got cartography, I found more city states that weren't following my religion.

Once You Reach A Golden Age, Are Extra Points Wasted?

For example, if I need to reach 90 points for a Golden Age and reach 95 points, what happens to the extra 5 points? It is possible that it lowers the threshold for the next era, but it doesn't seem to.

This is a concern, because it can get a bit gamey, if you need to delay completing a Wonder (for example), in order to not waste those points.

I haven't played them all yet, but my first impressions of the five I have played:

  • Dutch: Pretty powerful; I was able to place a good number of polders (I know some have complained of polder-placement difficulty) and steamrolled to a pretty easy victory. Remind me a lot of Indonesia, with much less emphasis on faith, so more on commerce. Played on island plates, and once I got that De Zeven Provincien naval unit it was pretty much game over. The river-adjacency bonuses kick ass.

  • Mongolia: Mounted powerhouse, as advertised. Reminded me a lot of a late-blooming Nubia, with a really nice synergy of special abilities all of which serve to supplement a killer special (ranged) unit. If you lay the groundwork early, and manage a couple of high-production cities with Ordus, once you research Keshigs you'll be able to swamp any nearby civs.

  • Korea: Very easy Civ to play. Watch your city placement for good locations to place your Seowans, and ride all the way to a quick science victory. A nice change-of-pace civ.

  • Cree: I thought they kind of sucked, but maybe I played them wrong? I wanted to like the unique scout-replacement unit, and kept trying to build enough of them to maybe level a few up to level-three (and the +20 combat bonus), but it never really worked for me. Overall, they seem underpowered. Gotta admit, didn't finish my game with them.

  • Mapuche: My current game - meh. They seem like a decent-enough civ, and I'm riding toward victory, but I haven't really found any of their special abilities/units/improvements all that useful. The Malon Rider is ok, but nothing compared to, say, the Keshig. I've only been able to build a small handful of Chemamull; the culture bonus is nice, but I'm not finding that many breathtaking tiles around. And in the wars I've fought, I haven't really been killing that many units near enemy cities, so haven't gotten to watch them take the huge loyalty hit.

What do y'all think?

Anyone experiences ultimate boring end game in civ games? I rarely finish my civ games because of that and I`m loosing feeling for the game. How could one avoid that?
