What Games can you think of that are really great but don't really have the best gameplay?

So me and my brother had a long argument as to why he thinks Nier:Automata aint a great game and I argued he just doesn't like games which trade great story experiences for less fun gameplay compared to more gameplay driven games. He played the first route and said it wasn't fun enough to make him keep wanna playing. He also said the story was too boring in the first route to make up for the meh gameplay.

I argued that there are notable games such as Prince of Persia: Sands of time which are critically acclaimed but don't have really amazing gameplay overall or gameplay you would call consistently 'fun'. So do you guys have any other examples for games which are generally loved yet don't have the best gameplay even for the time they came out?
