Fallout - Battle for Net Neutrality with the rest of the Fallout Network!

Battle for Net Neutrality with the rest of the Fallout Network!

Posted: 22 Nov 2017 12:55 AM PST

A huge part of this sub (including me) isn't from the USA, but this is a serious issue that will likely affect all gamers. Also, the other RFN mods agreed to post about this while I was asleep so I figured I'd do it! Normally this sort of non-Fallout, politically-loaded content isn't allowed here but this is a fairly important exception since a significant portion of the userbase is from the USA.

From the /r/videos post:

Net Neutrality is the principle that internet service providers and governments regulating most of the Internet must treat all data on the internet the same, and not discriminate or charge differently by user, content, website, platform, application, type of attached equipment, or method of communication.

So what's your FO4 Survival build?

Posted: 22 Nov 2017 10:16 AM PST

Gotta say I'm intrigued by how many different ways players have found to beat the game in survival mode. Every time I read a comment on the subject the "Here's how you can survive Survival" advice seems radically different from what I did or what other commenters have done. And yet there's no reason to doubt that it worked either.

My starting build was Strength 3, Perception 5, Endurance 5, Charisma 3, Intelligence 7, Agility 3 and Luck 2. Going high with Intelligence allowed me to level up quickly and get the Chemist perk early on, which made it possible to craft a lot of good things like antibiotics and gave an extra edge to chems. I also maxed intelligence out fairly quickly to get Nerd Rage, which went a long way towards ensuring I could survive tough combat situations and keep my progress.

I also poured points into Endurance both for the hit points and because, in my opinion, the best perks to mitigate survival mode are on that tree: Toughness, Lead Belly, Aqua Boy/Girl, Adamantium skeleton and --especially-- Solar Powered. The other starting SPECIAL stats allowed me get the other perks that I though helped: Armorer, Rifleman, and Lone Wanderer.

This set-up worked very well for me. I was able to avoid settlement building and live off the land. Rarely even used stimpaks, RadAway or Rad-X in order to avoid the side-effects and got by on cooked food and Refreshing Beverages for healing instead. Stripped most weapon mods off of guns looted from opponents or bought from merchants so I didn't need the crafting perks either. Still got one-shot killed a fair number of times in the first two dozen or so levels but never lacked for resources.

What was your approach?

Picked up FO4 a few weeks ago. Not sure where all the hate on Steam comes from.

Posted: 22 Nov 2017 05:32 AM PST

Old timer checking in. Loved every iteration of Fallout. Why do people say FO4 is not a good Fallout game? Aside from the settlement building which I largely ignored, FO4 is as good a representation of the FO universe as any. I loved every moment of it.

Theory: Could Piper potentially get replaced by a Synth in the Institute ending?

Posted: 22 Nov 2017 02:41 PM PST

I mean, think about it. She is really, really anti-institute throughout the whole game and even disapproves of taking out the brotherhood of steel. Then, in the institute ending, if you have a high affinity with Piper, she produces an article called "Fear the Future?" in which she suggests the Institutes actions were justified and we have nothing to fear despite popular consensus. Perhaps the institute replaced her with a synth to influence Diamond city, and didn't tell the sole survivor because of a conflict of interest. Any weight to this theory whatsoever? Discuss.

How to make Fallout 4 more Fallout-y with mods (on PC at least)

Posted: 22 Nov 2017 02:30 PM PST

So Fallout 4 was pretty different in the way it handled the Fallout franchise, which has the community divided on the changes Fallout 4 made because the original and/or early Bethesda era fans fell in love with the stuff it changed in the earlier games. So here's the best way to fix this for people like me who want more Fallout in their Fallout 4.

Sorry if I didn't include mods from the previous games I have never heard of before. These are purely what my load order consists of and so I thought I'd share it with like-minded Fallout fans.

XDI -https://www.nexusmods.com/fallout4/mods/27216/? Starting it off is XDI. This essentially brings back the old dialogue interface from 3 and New Vegas and removes the hardcoded limit for only four dialogue lines. This pretty much has a lot of potential for upcoming quest mods that wish to have more than four dialogue options too.

Silent Protagonist - https://www.nexusmods.com/fallout4/mods/20097/? While the voice actors for both Nate and Nora were great, it kinda took away the option to imagine your own voice saying the dialogue or imagining a voice for your character. In short, it also limits roleplay somewhat, so here it is.

(Optional) Classic Fallout Ambient Music - https://www.nexusmods.com/fallout4/mods/2990/? All this does is replace the sci-fi like Inon Zur music with Mark Morgan's classic music. It's mostly down to preference, hence why it is optional.

Moribund World - https://bethesda.net/en/mods/fallout4/mod-detail/2051778 While the blue skies of Fallout 4 look beautiful, they don't scream Fallout to me at all. It's skies are completely different to the last few games, as New Vegas' skies were sort of orange reflecting the hot climate and Fallout 3's skies were always green/yellow reflecting how dangerously irradiated the wasteland was. Fallout 4's skies just seem kind of boring imo.

Start Me Up (Alternate Start) - https://www.nexusmods.com/fallout4/mods/18946/? Now you don't have to play as a veteran Father or a lawyer Mother out to rescue their son. Yay!

(Optional) Dustbowl Overhaul - https://www.nexusmods.com/fallout4/mods/22868/? Not every Fallout is set in a desert, which is why this is optional. Dustbowl Overhaul does what it says; it turns the urban city areas into deserts like how it was in New Vegas.

Classic V.A.T.S - https://www.nexusmods.com/fallout4/mods/531/? This mod changes 4's slow mo V.A.T.S into the freeze time V.A.T.S of the older games. Not too much of a significant change if you're not playing a V.A.T.S character, but it's like the older games, eh?

Armor and Weapon mods:

Chinese Stealth Suit - https://www.nexusmods.com/fallout4/mods/20959/? Adds the Chinese Stealth Suit back in. It's pretty much beloved by the entire community at this point, just by observing how many Stealth Suit mods there are. I guess you could also use any other stealth suit mods or the Creation Club one, but this one is the best imo just due to how many modifications it has and how similar it looks to the original.

Hellfire Power Armor - https://www.nexusmods.com/fallout4/mods/26251/? By the same authors as the Stealth Suit, this adds back in the Hellfire Power Armor which looked so badass in Fallout 3. Once again, you could use the CC version, but in my opinion this one is the best.

Enclave X02 Power Armor - https://www.nexusmods.com/fallout4/mods/11017/? Also by Dogtooth and Unoctium. It's a great mod and looks awesome. Adds back in a lot of nostalgia from Fallout 3 killing the Enclave soldiers that were wearing this.

NCR Ranger Veteran Armor - https://www.nexusmods.com/fallout4/mods/9034/? This adds in the badass NCR Ranger Veteran Armor that was on the cover New Vegas. It's pretty iconic, so if you want some New Vegas nostalgia to make your spurs jingle jangle, here's that.

Classic Combat Armor - https://www.nexusmods.com/fallout4/mods/27717/? Includes the classic rendition of Combat Armor that looked noticeably different in Fallout 4. Some would say the Fallout 4 armor looked worse, to which I can agree with personally.

Chinese Assault Rifle - https://www.nexusmods.com/fallout4/mods/13283/? Perhaps one of the most well-recognizable Fallout 3 weapons.

Fallout 3 10mm Pistol - https://www.nexusmods.com/fallout4/mods/25260/? The classic N99 pistol from the previous games.

Fallout 3 R91 Assault Rifle - https://www.nexusmods.com/fallout4/mods/27101/? Adds in that classic Assault Rifle that felt so much better than the Fallout 4 version. Has custom animations too!

Wattz 3000 Laser Rifle - https://www.nexusmods.com/fallout4/mods/26386/? The iconic laser rifle from the really early Fallout games. It has some great animations for it too.

Season pass and GOTY both 50% off on Steam during Autumn sale (x-post r/fo4)

Posted: 22 Nov 2017 12:47 PM PST

You can pick up the GOTY for $30 or the Season Pass for $25 on Steam. Based on www.isthereanydeal.com (GOTY, Season Pass) this is the cheapest deal available at present, and basically the lowest these prices go at present. There's a chance they might drop lower during the Winter sale, but probably not by much.

Random Thought - What Would You Do To Change/Improve Fallout 3's Story/Lore/Gameplay?

Posted: 22 Nov 2017 01:23 PM PST

Fallout 3, despite what is often said about it, is not a bad game. A game with a lot of wasted potential, yes, but not a bad game.

So, what would you do to improve the game?

Myself:

Lore

  • Timeline: Instead of taking place in 2277, the game would take place in 2108, 30 years after the Great War and about 53 years before Fallout 1.
  • Vault 87 would not have been given FEV by the US government (as this contradicts both logic and lore). Instead, Vault 87 would have been a Chinese vault, made under the noses of the US government by insurgents to act as a base of operations and storehouse under the guise of being a control vault. They vault, post-war, is manned by both human and ghoul Chinese. Super Mutants were also created here via a Chinese aerosol variant of FEV, developed based off stolen samples and research from West-Tek regarding it, PV and the New Plague.
  • Brotherhood would not be involved in the game at all. Instead, a faction descended from the National Guard would serve in their place.
  • The Enclave would not be involved in the game directly. Raven Rock's inhabitants would instead be the remains of the Columbia Commonwealth government.
  • Megaton: The nuclear bomb in the center of town was actually converted by the more scientifically literate residents into a makeshift nuclear generator to provide their settlement with power. Still, most residents live in shacks carved out of the nearby ruins of Springvale (at the beginning of the game though, we find the area has been overrun by raiders, so the Megaton residents are not there until they are cleared out).
  • No deathclaws or radscorpions (such scorpions, in my experience, are not native to the East coast; deathclaws, on the other hand, don't spread out from California for about another 60 years or so, after Fallout 1).
  • New Creature: feral cougars, surviving in a similar manner to the feral dogs

Story

  • (Changes begin when finding your father)
  • The major problem with the Capital Wasteland isn't limited to radiation - it extends to the soil, which almost can't support plant life except in very small quantities. Project Purity, though never finished, was intended to replenish the soil throughout DC, in addition to clearing out the rads and toxin in the water and soil.
  • Upon finding your father, you are given the option of assisting him in trying to locate a GECK, which would be used to convince Dr. Li to help out with the purification project. This search takes you on a hunt to locate Vault 87, which has been scrubbed from all other vault records.
  • You and your father eventually break into the vault, meeting Fawkes and stealing the GECK.
  • The GECK is then brought to Dr. Li, who is then convinced to help with her team. However, the GECK found doesn't have the equipment necessary - it is just an ordinary GECK. (This would lead to a side-quest where you can convince the team to let you choose who gets the standard GECK - you could then give it to Rivet City, Canterbury Commons, Megaton, Big Town, the Republic of Dave, or Arefu).
  • In a desperate bid, your father reveals a possible second GECK, known as the presidential GECK. This one would hold much stronger tech that could serve their purposes, but it would be lost beneath the ruins of the Whitehouse.
  • You retrieve it, but are ambushed by super mutants, only to then be rescued by government soldiers who effectively kidnap you and your father.
  • You either convince the government officials to help you or fight your way out. Regardless, the base is attacked the the presidential GECK is stolen by the Chinese, who plan on using it to propagate their aerosol FEV into the wasteland air; they also capture your father.
  • You fight (without Liberty Prime) to the purifier, through scores of mutants and ghouls, until finally you reach the purifier and decide what to do with the purifier.
  • Finally, you assault Vault 87 and travel into its deepest reaches to destroy the vault by detonating its nuclear plant, and in the process find what's left of your 'now mutated' father. Someone must sacrifice themselves to detonate the core - the game ends if you sacrifice yourself, but would continue if you convinced someone else to sacrifice themselves instead.

Gameplay

  • Dogmeat no no longer be the basic name of the dog companion. His default name would instead be Teddy (open to better names).
  • Players would have the opportunity to get a cougar as an alternative to the dog as a pet companion.
  • Survival is added as a new skill
  • Traits can now be selected as well
  • Expanded crafting
  • Limited (ala New Vegas) weapon modding
  • Alternate ammo types
  • Improved aiming
  • More perks
  • The perks 'Daddy's Boy/Girl', 'Size Matters', 'Gun Nut', 'Scoundrel', 'Little Leaguer' and 'Thief' would have their benefits changed to enhance aspects of their relevant skills, rather than simply boosting them via skill points.

Could Crazy Wolfgang be Wolfgang?

Posted: 21 Nov 2017 08:41 PM PST

Surprised this hasn't been asked before. In the Capital Wasteland one of Canterbury Commons traveling merchants is Crazy Wolfgang, a junk merchant.

10 years later we find a chem dealer named Wolfgang in a stand-off with the mother of one of his customers outside Drumlin Diner.

Both Fallout 3 and Fallout 4 take place on the East Coast, and we know of several Fallout 3 characters who've wound up in the Commonwealth such as Robert MacCready, Sierra Petrovita, Arthur Maxson and Dr. Madison Li. Not to mention Crazy Wolfgang and Wolfgang look really similar.

What do you guys think?

Is there any way to fix this? FO:NV bug

Posted: 22 Nov 2017 12:29 PM PST

This is my first ever play through of Fallout New Vegas and I've just encountered my first game breaking glitch. I had gotten to the point where the NCR wanted me to speak the the Great Khan people and stop them from becoming allies with the Legion. I got the quest oh my papa from Regis and went on towards persuading the other people from joining the legion. I also had the quest For the Republic part 2 available, which is currently stuck on the objective of visiting the Great Khans and either enlisting their aid or destroying them. In the quest oh my papa, there is an objective that said talk to colonel Moore about the Great Khans and the NCR alliance, but every time I would go speak to Colonel Moore there was no option that spoke about the alliance. I went on the wikia page for FO:NV and read that this was a bug, and the way to fix it was to kill papa khan while he slept, after that I should have gotten a dialogue option from Regis about the alliance, but that never showed up. I am now stuck with the For the Republic part 2 quest that says to visit the khans. And each time I goto the house the marker on the map constantly switches from being outside the house to being inside the house. I don't know what to do anymore.

[PC]Fallout 4 keeps crashing?

Posted: 22 Nov 2017 11:41 AM PST

For some reason this game has been giving me a lot of issues lately. I made a post a few days ago about an odd FPS drop that occurred when I would play for about an hour. Then all of a sudden my game started crashing. So at first it happened a rarely, and now every 5-10 minutes. I thought it had to be mods, so I tried disabling all of them and testing with certain mods, etc. but it happens even with all mods disabled. I tried verifying the integrity of the game files, but that didn't work. Anyone know what I can try? Do I need to reinstall the game or something? Also, I have my game on a SSD, but the mods are on a different drive to save SSD space. Is that an issue even though the game crashes with mods all disabled?

PC SPECS

-i7 7700k (liquid cooled)

-GTX 1080ti FTW3

-Samsung SSD (fallout 4 is on here alone)

-windows 10

I never bought anything besides the base game but have all DLC.

Posted: 22 Nov 2017 12:52 PM PST

I first bought FO4 November 28, 2015. I never bought anything besides the base game. Although, today I checked the Steam sale and see FO4 GOTY is a top seller and that it is already in my library. I'm not sure if Steam is glitching or I got GOTY edition for free. I also never used a third party key seller.

Companions Stuck In Ocean

Posted: 22 Nov 2017 12:45 PM PST

(PS4) I made a really cool base on spectacle island and wanted all my companions there. So I went through and sent them all there. After they took a while to get there but I made a bed and slept for a few days and most showed up, But dog meat and Ada didn't make it. I go to see if I can get them out but they are stuck and I cant move them at all. Also I cant talk to them so I tried fast traveling all over and that doesn't work then I try sleeping for days and they don't budge. So then I decide I can just go back to a old save right? Nope, all my saves are gone out of nowhere and I am completely screwed. I was just starting to do the Ada missions and now I am screwed. Suggestions????
