Why the hell can't we customize stock wheels yet?

Especially since almost every new car has unique rims, why can't we customize the rims or tires of stock wheels? Many times, I want to keep the stock wheels because they look so great, but the stock color of rims is so bad, it isn't worth it with most cars (examples of great stock rims I kept are the Nero and Proto X80). Why do they bother adding all these unique wheels we can't customize? Such a simple thing, and we can't do it. They could, at the very least, make these rims purchasable, which we can then customize.
