What happened to this sub?

I was all over the sub when Civ VI came out and checked it several times a day. Then after about a month I kinda cooled out on it, and then Pokemon Sun came out so I basically stopped visiting. I came back for the first time in a while today and basically every post is Civ V. What happened? Is there something wrong with VI and everyone's gone back to V?

Why doesn't the AI build neighborhoods at all?

All those spies with the 'recruit partisans' promotion and I just can't use them. I even tried conquering cities, plopping down a few neighborhoods and giving the cities back - the neighborhoods just disappear. Any ideas? Is this a missing feature for the AI atm?
edit: oh, and of course AI civs get wrecked 'cause of lategame overpopulation and rebelling :S

Are maintenance costs still charged for pillaged districts?

How to get into civ?

Hello people
I love history and I love gaming. Quite a good combination to visit this sub I thought. Now before I would want to buy civ I'd like more experienced players to tell me what I should be expecting. How do I start this game without laying it down after 15 minutes because of how hard it is. The only strategy game I have played is AoE2 and I still love it.
Would you recommend me civ 5 or 6? Why is the one you chose better for me (starter)?
All help appreciated

Can you remove stone?

As illustrated here, I wanted to to design my city this way. But there's 2 tiles of stones in the way, and it says I can't build on the stone, and my builder can't remove it also.
So my question is just can you remove stone, and if yes, how?

Game randomly won't accept inputs.

At random points I won't be able to move any units or move the camera around. Anyone know a fix or why this might be happening? My only fix is to press f6 to reload then wait for it to happen again.

Game of Thrones Civ 6 Mod

Anyone have an update to when this will come out? Someone has to be developing it, it was the best mod for civ 5!
I know of the PhotoKinetik mod that makes the map screen look the title screen from game of thrones which can be found here

Concept: Ideology Victory

Not sure how it would exactly work, but there should be a victory type of having your ideology be the dominant world view. So whether it's democracy, autocracy, or communism it'd be interesting to see some victory type based on converting the whole world. How this would work, I'm not exactly sure. Probably some combination of domination and culture. It'd be interesting.
