Juggernaut and Slark Dota 2

Early in the game your main focus will usually be on farming the lane (or supporting your teammate farming the lane) to gain levels and gold, rather than trying to take towers. At this stage you want to keep the 'creep line' (where your creeps meet/fight the opposing creeps) closer to your own towers - this makes it easy to duck back behind your tower to avoid a gank, and also easy for allied heroes to get behind your opponent(s) and gank them. Having the aura turned on means your creeps will be slightly stronger than the opponent's creeps and the lane would constantly push towards the opposing tower as a result. This is good if you've reached the point where you're actively trying to push and take towers, but otherwise it just leaves you more extended and more vulnerable.

Your reasoning makes sense, it just doesn't work so good

In the early laning phase, no push is good, and big push is good (if you can take a tower), but a small amount of push (eg. Ring of BasiliusRing of Basilius) is bad.

  • If your creeps are tougher thanks to the armor from Ring of BasiliusRing of Basilius, they push towards your opponent's tower. Now you're standing outside your opponent's tower, and an enemy from another lane suddenly appears behind you and kills you.
  • If your creeps were weaker, then you'd have your tower behind you, so they can't show up behind you and kill you.

This is also the reason you don't auto-attack the creeps, and only go for last hits

You want the protection of a friendly tower behind you and you aren't yet strong enough to create a big push.

If you want to get really fancy, you can toggle the basi to screw up your opponent's last hits. But that should be wayyy down on the list of priorities.
