Is Crysis 3 poorly optimized or is it truly a very demanding game?

I recently got the game, 5 years after it's release. I have an i7-7700, GTX 1060 6 GB and 16GB RAM. Yet, I can't reach the 60 FPS mark if I run this game on very high settings. I've played more recent games like Sniper Elite 4, Wolfenstein 2 and AC Origins. All of them easily broke through the 60 FPS mark but this game, even though it's 5 years old, averages around 45 FPS on very high settings. Why is this the case?

Games as powerful paths to empathy

I think a lot about the borderline-scary fact that games get you to PLAY as SOMEONE, therefore enabling people to understand others—if the character is well-written/well-made—in ways unachievable in any other other artistic field. This is why I want to go into the field—to craft a mechanics system for a game series revolving around promoting understanding and nurturing of who each character is, and then just telling stories. Have the characters interact. Each have their own 'classes' and 'abilities' reflected by/based around their personalities. Maybe have them literally fight their demons or insecurities and make it an rpg. Just make a bunch of full-fledged PEOPLE (granted, they could be other races—robots, aliens, orcs, whatever—but they'd all be FUNDAMENTALLY human), throw em all together in a place, and say 'GO'. I imagine the games to be scripted in most of their events actually, to ensure a greater meaning can be discussed, so it wouldn't really be like "GO" and it'd be totally up the player actually, but it would feel like that in terms of playing the game and watching all the characters develop. The only issue is, I haven't really had the 'aha' moment of how this system of mechanics would actually work in my head. I know what I want the end result to be, as you can tell, but not how to actually get there. I played the Octopath Traveler demo by Square Enix and saw the two new characters announced in the Nintendo Direct, both yesterday coincidentally, and so that reignited my pondering of this idea into high gear (side note: I LOVE the apothecary). Any thoughts on this anyone? I've gone way deeper into the kinds of characters there could be, and have many outlined, but I want to hear where other people think I could go with this, or, like I previously asked, how I could get there in terms of actual tangible game design mechanics? And anyone know of any other game that I could play to further explore or indulge these ideas of empathy and connection with characters and their paths? Since like I said the Octopath Traveler demo gave me fun new data to ponder and mess around with in my thoughts. I've been told to pick up the Mass Effect series, but is that a good one for this concept? Thanks y'all! I just need a app that works in Ios which can show counterpicks and drafting guides in Dota 2 Heroes that work offline and as well as items that counter heroes as well.
