A lot of people hold up my gal Cleo as an example of why the agenda system is stupid, but I think that the problem is that a lot of people don't really understand what agendas represent. Mostly that's because the game lies about what an agenda is. An agenda isn't something that the AI likes, it's something that determines if they want to cooperate with you or fight you.

Take Cleopatra's agenda Queen of the Nile. Ol' Cleo doesn't like civilizations with powerful militaries, she wants to cooperate with civilizations with powerful militaries. She doesn't dislike weak militaries, she wants to fight weak militaries.

When you think about it, it makes sense. She can build a decent army, big enough to bully her weaker opponents to get an advantage, and small enough to let her focus on other things. She doesn't have to worry about her stronger opponents, because she uses her bonus to trade routes from foreign civs and a willingness to cooperate to entice them into friendships.

A lot of agendas make more sense if you think about them from that perspective, but admittedly some are still bullshit. I'm not just going to not make friends with city states Barbarossa, I get envoys for free.

Background: Earth map (non-TSL) on Emperor, I'm the Zulu.

After conquering much of Asia, Europe, and Africa, I set my sights on the new world. When I get there, I find Poundmaker with an iron grip on South America, and since he's had few threats to face other than a rather sleepy China to the north of him, he's comfortably in the Information Era while I'm just entering Atomic.

I have a hell of a lot of units though, so I'm feeling confident. I pick apart the nuclear subs he had guarding his coast, batter the city down with my navy, and take a coastal city. The Cree are generating some intense loyalty though, and I realize I won't be able to hold the city for more than a couple turns, even with a governor. I withdraw my land troops from the continent just as the city flips to a Free City to plot my next move.

The next turn, Poundmaker, evidently incensed that his city failed him by being captured, declares that he gives no fucks and just nukes it.

I kind of wonder if maybe this was a secretly brilliant move--if he was trying to stop me from moving in my land army to attack his core cities, turning my one good landing spot into a radioactive deathtrap is certainly one way to do it. But of course he also activated an emergency, giving me the blessing of what's left of the rest of the world to sack his capital.

So I just move my navy down the coast and sack another city instead to make my landing ground, and this time it holds. I array my armies of tanks and artillery to move inland towards the capital, and just when I'm about to give the order to attack...he fires off four nukes in one turn (I even had anti-air guns!) and obliterates my entire land army from the map. Dude is just ice cold.

Gotta say, it's been a long time since I got a surprise like that from the AI!

PSA: Japan with Government Plaza is kinda neat.

Because of the way Japan's bonus works the Government Plaza gives +2 adjacency bonus instead of the normal +1. Most of you probably know that but I thought it was pretty neat!

So apparently, when you conquer a free city on another continent, you get a free melee unit...

I just finished a game where I was farming 4 different free cities, letting them just rebel then taking them again, and getting a redcoat basically every turn... Is this a hell of an exploit, or what?
