ESL on Optic and Animal Planet DQ

Hello Dota-fans,

I told you earlier we would review and then address the situation with Optic and Animal Planet from yesterday. TL;DR is the DQs are upheld.

For those interested, the facts are these, according to what we found in our inquiry:

Animal Planet (AP) asked and got their match rescheduled by the ESL to accommodate a conflict of scheduling with PGL. After we granted that, there were no communication to us that they would be late for their match in the ESL qualifier.

Optic Gaming`s ESL match time did not conflict with their PGL schedule, and they did not raise any concern with us until 10 minutes prior to their ESL match. In the end, Optic did not show up in the lobby until 35 minutes past the starting time of the match. It is important to note that it was not a 5 minute delay as a player posted on Twitter. Anyway, here are the applicable rules in this situation:

"2.3. Failure to appear / No Show

Each team has 15 minutes to show up to a match. (Match date +15 minutes). Showing up after 15 minutes result in a default loss. The team that is waiting must open a protest ticket in order to request the default win."

Now, while Optic gave some sort of heads up, and in that regard handled this a little differently than AP, the outcome has to be the same for both in order for the rules to mean anything.

I`d also like to address some rumors posted here that our admins were unreachable. That is simply not true. The admin working the qualifier and the matches was available to the teams in the respective Discord channel.

Finally: Don`t think for one second we like, or want to DQ teams. We understand that teams want to play as many tournaments as possible, as a former professional player myself (in CS) this is completely normal.

We also recognize that in the current environment, when organizers double-books dates, that it is difficult for teams and it places a burden on them. Going forward we are committed to working around this so there are windows between two qualifiers that are important to teams.

However, the teams that choose to participate still have to fulfill their commitments within the rules of each tournament they play in. Any differential treatment here from our end is unfair to every other team that competes in our tournaments.

Galaxy Battles not yet sanctioned by the GAB

The empire twitter guy recently tweeted an article from the team's website which basically claims that Galaxy Battles have yet to apply for a license to run their tournament. This is a new (EDIT: OLD) requirement which was re-affirmed after a recent Games and Amusements Board (GAB) meeting.

Here is my translation of the article:

We are continuing the saga about Philippine law, esports, and Galaxy Battles. In previous episodes, Valve took away the tournament's major status due to a baseless infringement on the players' rights. Many teams declined to participate in a now commercial tournament. The GAB stated that the players would be able to perform the drug tests in their own countries, and yet only seven teams confirmed their participation.

This morning, Ren Vitug published on his facebook page a document which regulates esport activity in the Philippines, and also described some details of a department meeting which concluded yesterday.

Let's begin with points confirmed in the document signed on 17 October, 2017. Let's look at the most important ones:

  • A tournament is considered professional if its prize money exceeds 10,000 PHP (just under 200k EDIT: $200.00)

  • All professional tournaments must receive the approval of GAB

  • Players, analysts, coaches, managers, doctors, security, and promoters must acquire a special license

  • Player licenses last 1 year, the rest - 2. The license expires on the date of birth

  • To acquire the license requires, besides other things, a test for methamphetamine and tetrahydrocannabinol [w33d]

  • Organizers of professional tournaments must request GAB approval no [later] than 10 days before the start of the tournament

The meeting also clarified a few things. The drug test need only be performed by the players, not the support staff of the teams, and the testing procedure is strictly confidential.

The most curious comment went like this: "A certain event, which will start within the next ten days still did not send an approval request to GAB. Without approval the tournament will not be allowed to proceed. GAB stated that an indulgence[compromise/exception] can be made if the organizers still decide to put in a request.

The suspicion is that this was addressed specifically to the organizers of Galaxy Battles. In truth, if one takes into account all the turmoil which recently follows the tournament, this is unsurprising. Also in favor of this version is the fact that the organizers must transfer half of a 3% tax on all tickets sold before the tournament begins. If we take into account that there is yet no mechanism for ticket refunds (and there will be those who want to refund their [tickets]), the sum which must be transferred cannot be exactly accounted. A big question remains: can there not be a future where the tournament does not acquire a license, and the teams arrive to the Philippine Arena just to find out that the police dispersed the whole event?

Less and less time remains until the start of the tournament, but not less questions. One wants to believe that in the end, these doubts will prove to be in vain and Galaxy Battles will proceed smoothly. The wait is almost at an end.
