Is there a mod that lets city states take over cities in Civ VI?

I was wondering is there a mod that lets city states take over cities or if they gain a setler use it, cause in my 300h of playing civ it has happened to me multiple times that a city state attacks a city and destroys it, or when they get a settler they dont know how to use it.

I remember that in Civ V one of the best things was when city states took over multiple cities and had an empire of their own, but now it just destroys the city and it kinda bugs me.

What's a good civ for controlling large amounts of land?

I'm very new and I'm looking for a civ that would play how I like to play, Which is having a few large cities, or having a bunch of small ones, overall owning land. Austria seems like a decent fit, What do you guys recommend?

In Civ 6, there is no official civ and leader that would suit me in every way. In Civ 5 I had my precious Morocco - gold-focused, very defensive, well scaling.

In this game, there is always some part of leader's trait that I just don't want to use. Mostly when it's related to faith, religions, relics or sea.

So here's my question: how much important are those special traits, really? If I will ignore some part of it, will I lose much on strength?

Alliance bug?

No Ai leader is willed to get an alliance with me even we have the best relationship. Before the patch it was pretty easy to get it but now it seems to be impossible.

Cleopatra refusing to make peace?

Perhaps it's the Summer Patch, but for some reason after having her capital and two cities taken, having the lowest military (40 Score) in the game to my highest (478 Score), she still refuses to make peace.

Anyone know why this may happen or if may be a bug?
