How can I block a pawn from calling my base?

A few seasons ago I get an event for a pawn running from some pirates. I had just started and needed people so I offered him safety. Turns out he was incapable of baiscally everything, and wasn't good at the things he would do. So I banished him.

Now just about every other quadrum he manages to "steal" a radio and tell me to come rescue him from his guards. At this point I think they're letting him call because they don't want him either.

How can I tell him to go away and stop calling me?

How about giving carpets a unique feature that makes it so pawns walking on it will not inflict a disturbed sleep on sleeping pawns or just not often?
