Bows got a new passive. What is the cooldown and with what amount does it penetrate defense?

Two friends and I, came to this game and we love it... I'd like to play a support class but not a full healer class... i understand that songcraft recently changed and now the only way to increase healing for them is through healing crit and healing crit bonus.... is it viable to wear cloth ocean armor for the sta, int, and spirit and roll spellsinger? I'm hoping to be mainly rotating buffs and debuffs with charm and healing hymn when my friends and I play together and maybe a little bit of sorcery so I can still farm Hiram by myself if they aren't on.

With the hybrid gear is it going to make a difference in my heal crit rate? But still be ok with spell damage for sorcery?

Right now I'm ebonsong and it's fun but I just kind of want to be a little more support side.
