Why is everyone in Skyrim strong as fuck?

Now I could understand the soldiers being buff cuz they're soldiers after all. Soldiers have to be strong fight a war but even the damn shopkeepers who do absolutely nothing except for stand around behind the counter all day long everyday are strong as hell. Do they have some kind of anabolic steroid version of mead in skyrim? Edit: just in case of confusion I was talking about the physical look rather than stats.

So what was Orchendor's plan, anyway? [Peryite quest spoilers]

I've played through the Peryite quest a couple of times, but I don't think it's ever been clear to me just what I'm supposed to be doing.

The Afflicted Refugee you meet says that "our shepherd lost his way", and indicates that Peryite is displeased with this shepherd, i.e. Orchendor.

Kesh is pretty uninformative about the whole thing.

But it seems that Peryite sends a plague and commands Orchendor to lead the Afflicted to Bthardamz. Orchendor does this. So what, exactly, is Orchendor doing in there to offend Peryite?

Is Peryite about to unleash a plague on Tamriel but Orchendor is keeping the Afflicted inside Bthardamz? (Does that make Orchendor the good guy in all this, sort of?)

Or is Orchendor somehow planning his own plague-invasion?

There are a few snippets of dialogue throughout Bthardamz that I may have missed. Can anyone help flesh out what's going on this questline?
