Battle Fury gives you better farming potential, while
Maelstrom gives you both fighting and farming power.
Personally I don't build either.

Safelane
Phantom Assassin shouldnt get
Battle Fury in most situations(unless you got an enigma
or dark seer). its a snowballing item to keep lanes pushed, gives you a
nice damage boost to your crit, and good sustain to keep hunting kills.
Mid
Phantom Assassin should go PMS
Bottle/
Magic Wand/
Power Treads, then
Battle Fury. Only go mid
Phantom Assassin if it's a favorable matchup(
Invoker,
Shadow Fiend and other right click mids, if
you pick
Phantom Assassin mid vs
Zeus or
Skywrath Mage, gg).
Back to your question, yes
Maelstrom is better than
Battle Fury for a
safelane
Phantom Assassin. You'll hardly be in a position to land a good cleave.
Maelstrom is a good first item to help farm in place of a
Hand of Midas, if you
feel like fighting a bit earlier. a casual
Yasha is always good for an
agi carry. basically you can build her in all sorts of ways, but shes
best against lineups with lots of right click damage.
If you're against a nuke heavy team(god forbid), start stacking HP and
dont stop.
Power Treads,
Drum ,
Black King Bar,
Skull Basher. You're trading attack speed
for HP and a 2nd proc. Ultra late you can fill in the gaps,
Satanic,
Abyssal Blad and even go back for an agi item if you want. Basic rule of thumb for
Phantom Assassin is: against nukers, stack hp, against right clickers, stack +damage
Battle Fury isn't for the cleave in fights, it's too small for that. It's mostly
for farming jungle and ancient stacks quickly and giving the mana regen
to spam your
Phantom Strike and
Stifling Dagger to farm.
Maelstrom is both a farming and fighting item.
The decision which one to get should be made on a game to game basis.
Maelstrom is better if you're behind imho.
