I feel like I'm the only person to ever play Phoenix solo mid, but the general tips for evading stuff is the same.
Phoenix relies on his heavy nukes and his ridiculously good ult to stay alive and get kills in fights. Hence, ositioning is a very useful thing to have on him.

1. Extract the archive file on Steam\SteamApps\common\dota 2 beta\dota
2. Launch Dota 2

Other Notes

To make sure that the mod works, go to your Library of games on Steam client; right-click on Dota 2 and click Properties. On the lower left, click SET LAUNCH OPTIONS and type in "-override_vpk" without the quotation marks. After that, click OK.

I forgot to show the burning effect on enemies when being hit by one of Phoenix' skills. Just so you know, they look like blue flames. Imagine that the ice is so cold that it burns your skin (which can actually happen irl). :)
