All credits go to u/TheMontyB since they were the first to notice the new post in official blog, which is now deleted.

We know there's going to be changes to game editions.

Starter edition will be left as-is with base operators costing 12500 renown, and the buyer will receive 600 R6 credits.

Standard edition will be renamed to Advanced edition, which will now include 600 R6 credits (which previously didn't have) and 10 Outbreak packs.

Gold edition is basically Advanced edition + Year 3 pass.

Complete edition is Advanced edition + Year 1 bundle + Year 2 bundle.

Outbreak events will have 3 players fighting in the New Mexico city of Truth or Consequences, and will take a month. During this time new cosmetics are only found in Outbreak packs, which are basically alpha packs with only Chimera cosmetics. These will provide no in-game advantages.

There are a total of 50 new cosmetics, and Outbreak packs do not contain duplicates, so each pack is a new item. There are new universal skins, uniforms, charms and even elite skins that can be obtained through these packs.

Outbreak packs can be purchased for 300 R6 credits each, however they can still be obtained by achieving quests. Anyone who plays throughout this month will receive 4 Outbreak packs, ~~and previous Standard edition owners will be may be compensated with an extra 10 packs that are now included in the Advanced edition, however nothing is confirmed as of yet~~. It is confirmed that older players will only get 4, and 10 packs will only go to new players purchasing Advanced edition.

Ash elite skin, with Thermite and Tachanka in their Chimera outfits.

In order to "earn" every cosmetic item during the Outbreak Event, one would have to purchase 13800 R6 Credits (not 15000, since 4 packs will be given to you immediately upon logging in during the event). This is equivalent to spending $127.97 CAD in order to get 15150 R6 Credits and have 1350 R6 Credits left over after purchasing 46 Outbreak Event Packs.

Calculations:

Option 1

1x 12000 R6 Credits (+4000) = $132.99 CAD

Grand Total of 16000 R6 Credits. This leaves you with 2200 R6 Credits left over.

Option 2

1x 2400 R6 Credits (+270 R6 Credits) =$26.99 CAD

1x 4200 R6 Credits (+720 R6 Credits) =$45.49 CAD

1x 6000 R6 Credits (+1560 R6 Credits) =$55.49 CAD

Grand Total of 15150 R6 Credits =$127.97 CAD

Cheapest possible price while still receiving every cosmetic item from the event.

This all assumes there is no tax when buying credit bundles. I never have, so don't know if that's the case or not. Either way, I hope you enjoy your sense of pride and accomplishment...

Edit: ~~Upon Clarification about whether or not owners of the game will also get 10 packs free, I will redo the calculations above to reflect the additional free 10 packs for a total of 14 free packs.~~ Only those who purchase the advanced version of the game (the old standard version of the game, that now costs $20 more), will receive the 10 extra packs to go along with the 4 free packs everyone gets for logging in during the event.
